First Nations Legal and Research Services (FNLRS), formerly Native Title Services Victoria (NTSV), is the Native Title Representative Body and service provider for Victoria under the Native Title Act 1993

The NTSV was established under the Native Title Act 1993 (Cth) for the purpose of providing professional services to native title claimant groups in Victoria. The company aims to work with Victorian traditional owners to reverse the socio-economic disadvantage experienced as a result of the progressive dispossession of their traditional lands and waters.

First Nations Legal and Research Services (FNLRS) is part of the Federation of Victorian Traditional Owner Corporations Group.

FNLRS have five main objectives for their operations:

  1. Resolve outstanding Native Title issues and create new traditional owner corporations
  2. Become the service provider of choice for traditional owner corporation development
  3. Anticipate and service clients, legal research, financial and governance needs, in the post-settlement environment
  4. Return research materials and evidence in a culturally appropriate way
  5. Seek continuous improvement to agreement-making processes including the Traditional Owner Settlement Act 2010 (Vic)

Under the Native Title Act 1993 (Cth) and in agreement with the Commonwealth Government, FNLRS has the capacity to perform various functions:

  • Facilitation and Assistance functions (s 203BB NTA)
  • Certification functions (203BE)
  • Dispute resolution functions (203BF)
  • Notification functions (203BG)
  • Agreement making functions (203BH)
  • Internal review functions (203BI)
  • Other functions such as consulting and cooperating effective, efficient and just Native Title operations from NTRB's (203BJ)
