Summary Information:
The Muswellbrook 'Hot Wheels' Shared Responsibility Agreement (SRA) sets in place a community initiative to help young people gain local jobs, and develop mechanical skills. The SRA was made by the local Indigenous community, the Commonwealth Government and community groups such as the local Police Citizens Youth Club, Hunter Institute of TAFE, the Hunter Valley Aboriginal Corporation and the Wanaruah Local Aboriginal Land Council. Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. Detailed Information:
Purpose Hot Wheels is a venture for young people that includes driver training (on the path to gaining driving licences) as well as teaching participants mechanical skills to fix and use second-hand vehicles. This SRA provides for a Hot Wheels venture in Muswellbrook that will focus on providing skills for future employment. The SRA facilitates the placement of youth support officers in Muswellbrook as well as linkages to private-sector job opportunities. Shared Responsibilities Under the SRA, the Commonwealth Government will commit $90,000 to fund a youth officer, who will assist in linking young people to mainstream employment services. 'The Police Citizens Youth Club will contribute a part-time youth officer to support Hot Wheels, and the local TAFE will offer career counselling and mechanical training. The local community will nominate young people for Hot Wheels, and parents and other community members will mentor the participants. To get into Hot Wheels, the young people need to commit to 'no alcohol, no drugs' while they are participating and repay any traffic fines owing. On completion, they could become mentors for new participants.' (SRA Fact Sheet). The Muswellbrook SRA is administered by the Tamworth Indigenous Coordination Centre, with the support of the Hunter Valley Aboriginal Corporation and the Wanaruah Local Aboriginal Land Council.
