The Watarru 'Watarru Pool' Shared Responsibility Agreement (SRA) is an agreement between the Watarru Community, the Watarru Community Inc and the Australian Government providing funding, resources and in-kind support for the installation of a new pool at the Watarru Community, and the enforcement of the 'no school, no pool' policy and health and education initiatives related to that pool.

Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. Purpose

The SRA aims to address the community-identified priority of improving health and education outcomes.

Shared Responsibilities

The community will:
  • form a Pool Management Committee, comprising community, school and clinic representatives, which will have a supervisory role and will be responsible for planning, fund raising, and enforcing hygiene, safety and usage standards. It will also report to the Council;

  • support environmental health officers and youth workers in their roles to ensure good health practices are implemented;
  • encourage childrens' regular health checks and participation in school health programs;
  • implement and monitor accredited procedures and standards of safety, operation and training and ensure that employees are properly accredited and receive ongoing skills and water safety update;
  • develop a roster of accredited staff so that the pool is open for use;
  • actively support, monitor and enforce the 'no school, no pool' policy;
  • encourage other communities to use the pool and organize local swimming carnivals;
  • establish dedicated times for physical therapy sessions for special interest groups in the community (eg, elderly, young mothers);
  • monitor usage levels of the pool, and assist the Government in research relating to the pool's usage;
  • work with any group appointed to monitor the impact of the new infrastructure;
  • instigate a levy on fuel sales to make a contribution each year to the ongoing management and operational costs of the pool;
  • ensure that any shop facility adheres to the Mia Wiru policy agreed to by the community in regards to food and drinks offered for sale.

    The Department of Families, Community Services and Indigenous Affairs (FaCSIA) has proposed in-kind contributions through the Municipal Services Officer, who will assist in research on the impact of the new infrastructure on the community, and ongoing operational needs.

    The Department of Health and Ageing (DHA) has proposed a contribution of $1,333,333 for the construction of the pool at Watarru.

    The Department of Education, Science and Training (DEST) has proposed a contribution of $150,000 for a swimming pool enclosure via the 'Investing In Our Schools' program.

    The Watarru Community Inc has proposed a contribution of $100,000 for the management, supervisory and ongoing recruitment costs associated with the pool. In addition, it has proposed in-kind contributions of management of the pool infrastructure and associated ongoing maintenance and expense costs. It will also manage and enforce the 'no school, no pool' policy through the Watarru School.

    The funding of the SRA is subject to the partners entering into a legally binding funding agreement

    Performance Indicators and Feedback Mechanisms

    The SRA provides for liaison between the Port Augusta Indigenous Coordination Centre and the Watarru Community Council. The Pools Management Committee will provide reports to the Community Council.

    The Watarru Community Council will conduct half-yearly assessments of performance indicators comprising:

  • the number of adults and parents at each pool session;
  • the number of children at each pool session, each week;
  • the number of children/women/men who achieved a recognised swimming standard;
  • percentage of school-aged children in Watarru attending school at DECS satisfactory attendance levels;
  • percentage of school students meeting 'school for pool' criteria.

    In addition, the Health Clinic will assess on a half-yearly basis the number of children attending the clinic with skin and ear infections.

    The SRA also includes key milestones such as:

  • the completion and operation of the pool;
  • a code of conduct agreed upon and posted at the pool;
  • swimming incorporated into school curriculum, and
  • the recruitment of accredited staff by 31 May 2007.
