The Indigenous Housing Authority of the Northern Territory (IHANT) is a partnership between the Northern Territory Government and the Commonwealth Government represented by the Aboriginal and Torres Strait Islander Commission (ATSIC) and by the Department of Family and Community Services.
The parties to the partnership pool their funding for Indigenous housing which is then allocated by IHANT to the seven ATSIC Regional Councils in the Territory.
The powers and functions of IHANT include:
· The development and annual review of a five year strategic plan for the delivery of housing and related infrastructure to Aboriginal communities;
· The establishment of policies and guidelines for the delivery of services and programs; and
· The determination of a three year rolling operational plan.
IHANT has a board which meets at least four times a year and is comprised of:
· Nine elected members of ATSIC including the two ATSIC Northern Territory Commissioners and the chairpersons of the seven Territory ATSIC Regional Councils;
· Up to seven appointed members of the Northern Territory Government including representatives from the Department of Community Development, Sport and Cultural Affairs, the Department of Health and Community Services and the Department of Infrastructure, Planning and Environment; and
· One appointed member from the Commonwealth Department of Family and Community Services. |
