    Summary Information:
The Greater Shepparton Shared Responsibility Agreement was signed between the Aboriginal community of Greater Shepparton, the Australian and Victorian governments, the ATSIC Binjurru Council and the City of Greater Shepparton. The Agreement or Compact is part of the Council of Australian Governments' (COAG) initiative to identify up to 10 Indigenous communities for a new, more coordinated approach where governments and communities work together to develop more flexible programmes and services based on each community's priorities. Strategic priority areas identified by the Community in the Compact include: - Building improved leadership and governance skills; - Improving pride in Aboriginal culture throughout the community; - Improving education and employment outcomes; - Improving health and housing services; and - Increased business opportunities.
    Detailed Information:
The Agreement states that '[a]ll parties are jointly committed to improving the way Government services respond to the needs and aspirations of the Greater Shepparton Aboriginal community. The Compact provides a basis for cooperation and partnership between the parties requiring joint action, mutual support and shared responsibility.' The Aboriginal Community Facilitation Group, in consultation with the community, have identified a range of strategic areas for action. The family is central to all of these strategies. These areas include education and training, employment, strategic planning, governance, leadership, cultural enhancement, pride, image, social connectedness and respect, justice, housing and community health. A Community Facilitator will work for the Aboriginal community in the development of the partnership, while a Steering Group will negotiate and implement policy, program and service delivery responses to community strategies and monitor progress. Performance indicators will be developed jointly to measure progress in terms of the Aboriginal community's social, cultural and economic sustainability, community and government capacity to respond to local issues and community-government collaboration under the Agreement. The operation of the Agreement is to be reviewed on an annual basis.
