The Tlicho Financing Agreement is made between the Dogrib Treaty 11 Council and the Government of Canada. It will take effect at the same time as the Tlicho Land Claims and Self-Government Agreement (the Tlicho Agreement) becomes effective on the passing of legislation by both the Government of Canada and the Government of the Northwest Territories. The Agreement will be for a term of 5 years and sets out the amounts of money to be provided by the Government of Canada to the Tlicho Government for the cost of establishing and operating the Tlicho Government, which includes any obligations the Tlicho Government may have under the provisions of an inter-governmental services Agreement.
A Tlicho Finance Committee, which will include a representative from both parties, is to be set up, the primary purpose of which is to review the Agreement and to facilitate the resolution of any problems. |
