The Report of Environmental Assessment and Reasons for Decision on the De Beers Canada Snap Lake Project (the Report) was completed by the Mackenzie Valley Environmental Impact Review Board (MBEIRB) as a prerequisite to the granting of land use and water licenses for the Snap Lake diamond mining project. It was conducted by the Mackenzie Valley Environmental Impact Review Board under the Mackenzie Valley Resource Management Act. The Report requires De Beers Canada Mining Inc (DBCMI) and the Government of the Northwest Territories to negotiate a socio-economic agreement in order to minimise potential negative impacts resulting from the development and operation of the project.

The Report finds that the proposed development is likely to have a significant adverse impact on the environment, and recommends several measures which may mitigate such impact. The Report concludes that with the implementation of these measures, along with those commitments made by DBCMI throughout the course of the Environmental Assessment, the proposed development should proceed to the regulatory phase of approvals. The report comprehensively considers the environmental and socio-economic impacts of the project and includes:

  • A summary of responses from the parties to the Environmental Assessment;
  • An analysis of the key issues;
  • Conclusions; and
  • Recommendations or suggestions. The Report gives an overview of the proposed development and an in-depth impact analysis covering such subjects as hydrogeology, surface water and air quality, aquatic organisms and habitat, geology, biodiversity, wildlife, resource use, noise, economic and socio-cultural effects, accidents, project alternatives and follow-up programs.
