    Summary Information:
    The Katanning Noongar Artists Community ‘Mungart Boodja Art Centre’ Shared Responsibility Agreement is an agreement between the Department of Communications, Information Technology and the Arts, the Great Southern Development Commission, the Shire of Katannining and the Katanning Noongar Community. It provides for the funding of a full-time marketing coordinator to oversee the operations, incorporation and development of the Mungart Boodja Art Centre. Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding.     Detailed Information:
    Purpose The SRA aims to achieve economic advancement through the preservation and marketing of Noongar Art. At the same time, it aims to expand awareness of the richness of Noongar culture and develop the community’s capacity to obtain fair terms for local artists offering work for sale. These objectives build upon the current work of the centre. This work includes assisting artists and communities to develop cultural products to a marketable standard; facilitating Aboriginal art and craft events, exhibitions and promotional opportunities; and furthering skill development and awareness raising for Aboriginal participation in local art projects. Shared Responsibility The community will:
  • support the Mungart Boodja Art Centre and use the centre to market their work and assist them in all aspects of their development as artists and as a cooperative of Noongar artists; and
  • negotiate an agreed dispute resolution process prior to the 31 March 2006. Artists will:
  • pay a commission to Mungart Boodja Art Centre at an agreed market rate to increase the percentage of Noongar Artists Marketing salary, as the centre’s operation is facilitated by NAMO; and
  • resolve disputes using the settled dispute resolution process. The Department of Communications, Information Techology and the Arts has proposed a contribution of $20,000 to enable the Noongar Arts Marketing position to be fulltime for the remainder of the current financial year. The Great Southern Development Commission has proposed an in-kind contribution of the facilitation of conflict resolution workshops and quarterly reports on the progress of the SRA in line with baseline information. The Shire of Katanning has proposed an in-kind contribution - namely, providing information regarding the progress of the centre’s incorporation, providing auspicing funding until incorporation is completed, and permitting the centre to continue running from a shire building. This funding is subject to the parties entering into a legally binding funding agreement. Performance Indicators and Feedback Mechanisms The SRA provides for quarterly reporting by the Mungart Art Centre on the progress of the incorporation and art sales as per the funding agreement. Prior to incorporation, the Great Southern Development Commission will provide quarterly reports on the number of community artists who have used the conflict resolution framework and attend monthly meetings at the centre, the gross commission paid by artists to the Centre, and the gross income of Indigenous Art sales through the centre. Independent arbitration groups will be asked to provide feedback on the conflict resolution workshops to the Perth ICC on a needs basis.
