(HOPE) 'Re-engaging with the Youth' Shared Responsibility Agreement (SRA) (the Agreement) is an agreement between central Queensland communities, Australian and State governments and non-government organizations. It provides the funding and resources for a ‘Mobile Meeting Place for Young People’, which aims to engage youth at risk in the performing arts, sporting, health, art and cultural agreements.
Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. The SRA aims to address community-identified priorities by transferring positive sporting, cultural and arts experiences to education, training and employment.
Shared Responsibilities
The Australian Government has proposed contributions through the Office of Indigenous Policy Coordination and the Attorney-General’s Department. The former has proposed a contribution of $30,000 towards employing a Sport and Recreation Officer, the operational expenses of the centre and activities for the youth, while the latter has proposed a contribution of $40,000 towards a Youth Worker position and activities.
The Queensland Department of Sport and Recreation has proposed a contribution of $28,050 towards employing a Sport and Recreation Officer.
Non-government organizations such as the Alexandra Headlands Lifesaving Club Inc and the Nambour Police Citizen Youth Club have proposed In-Kind support through the former’s facilitation of workshops and activities with the youth and the latter’s provision of access to facilities and housing the ‘meeting place’ for $5000 per annum.
In return for funding, HOPE will facilitate community-based sport, cultural and art activities for the youth, while local artists will provide resources and support for the mentoring of young people.
The communities, families and individuals will provide a safe and supportive environment for youth to access counseling and support.
The young people will:
develop, implement and monitor Meeting Place Rules which establish expected attitudes and behaviour for all members;
develop an ‘Individual Aspiration Plan’;
volunteer services at the centre;
actively engage in education, training, individual and group counseling activities;
commit to capacity-building activities, including identifying and challenging behaviour which places them at risk;
participate in and complete at least one ‘project’ such as a theatre production or art project; and
complete career planning activities and job ready training.
The funding of the SRA is subject to the partners entering into a legally binding funding agreement.
Performance Indicators and Feedback Mechanisms
The SRA provides for ongoing quarterly meetings between the Brisbane Indigenous Coordination Centre (ICC), agency partners and HOPE to monitor the progress of the Agreement. These meetings are to provide an opportunity for feedback and evaluations against performance indicators and obligations such as participation levels, re-engagement in education or training and so forth.
