Ardyaloon Aboriginal Corporation 'Ardyaloon Youth and Recreation Development Project' Shared Responsibility Agreement (SRA) is an agreement between the Ardyaloon Aboriginal Corporation, the Ardyaloon Indigenous Community and the Australian Government. The Agreement provides the funding and resources for the development of coordinated youth activities and the provision or upgrading of youth facilities and equipment.
Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. Purpose
The SRA aims to address community-identified priorities such as the provision of a positive childhood and transition to adulthood and functional and resilient families and communities. The SRA proposes to address these priorities through the following including:
the purchase/upgrade of gym equipment;
the connection of water fountains to existing water supplies around the youth facilities;
the planting of trees and landscaping around the facilities;
the construction of basic shade shelters and seating around the facilities;
the connection of the football underground sprinkler system to the bore; and
the establishment of a Youth Committee to organise and oversee activities.
Shared Responsibilities
The Department of Families, Community Services and Indigenous Affairs has proposed a contribution of $49,500 towards the improvement and construction of the youth facilities, including equipment, materials, transport and reticulation equipment.
In return for this funding, the community and individuals will 'proactively' be involved in the realisation of the proposed Agreement outcomes, including:
the provision of labour for the refurbishments and landscaping;
provide support for the implementation of the Ardyaloon Youth Policy, including volunteering to participate and organise programs, promoting healthy lifestyle messages, ensuring school attendance and supporting participants;
provide Community Development Employment Projects (CDEP) Programme supported community youth workers to support the program; and
the maintenance of the facilities.
Performance Indicators and Feedback Mechanisms
According to the key milestones of the SRA, works will be completed by 30 June 2007. The SRA also provides for the quarterly revision of performance indicators such as levels of school attendance, incidents of vandalism and break-ins and participation levels in organised sporting activities. | |
