Shared Responsibility Agreement is an agreement between members of the Indigenous community of Mildura, the Attorney General’s Department, the Department of Communications, Information Technology and the Arts, the Department of Health and Ageing, Mildura Primary School, Chaffey Secondary College, Victoria Police, Sunraysia TAFE, the Mildura Aboriginal Corporation, La Trobe University, St Luke’s East End Community House and the Mallee Sports Assembly.
The agreement is for the establishment of structured sporting teams and competitions for young indigenous people in the Mildura area. It also outlines a range of measures to engage young people with services and agencies.

The SRA aims to address the 'complex interface between education and anti-social behaviour' by engaging young people in sporting teams and promoting positive alternatives to anti-social behaviour. It is anticipated that this aim can be achieved by establishing sporting teams and engaging a number of local agencies to attend activities which will engage young people with the services they require.
These measures aim to increase educational outcomes, reduce anti-social behaviour and increase health outcomes.
Shared Responsibilities
Proposed contributions from the Commonwealth Government include:
$50,000 from the Attorney General’s Department for a washing machine and the administration costs of the sports and social activities;
$11,627 from the Department of Communications, Information Technology and the Arts for the registration of sports team and the provision of uniforms; and
$50,000 from the Department of Health and Ageing for the provision of a psychologist and a coordinator of the St Luke’s East End Community House.
In addition to these financial contributions, in-kind contributions have been made by the following organisations:
Mildura Primary School for the provision of school space for the psychologist;
Chaffey Secondary College for the delivery of parent/student workshops, dedication of teaching teams to the development and mentoring of indigenous young people, the provision training to teachers in Indigenous specific learning styles and the implementation of restorative justice practices in year seven;
Victoria Police for the provision of two police youth workers to organise and attend training sessions and sporting matches, the provision of police checks for all adult participants, organisation of a pie night with sporting heroes, arrangement of training sessions and an end of year trip and to participate in the workshops at schools and St Luke’s East End Community House;
Sunraysia in the form of an opportunity for VCAL (Victorian Certificate of Applied Learning) students to act as support trainers and coaches for the H.O.P.E. program;
Mildura Aboriginal Corporation to ensure that its service providers support the project by attending meetings, workshops/sport matches and training nights;
La Trobe University in the form of supervised placements in schools for students studying social work;
St Luke’s East End Community House in the form of office space for the H.O.P.E. coordinator and access to services currently running out of the premises; and
Mallee Sports Assembly for providing training for parents to qualify as umpires and coaches for a range of sports.
For their part, the young people participating in the program will:
attend school;
participate in the development of Learning and Life Achievement Plan;
adhere to the school’s policies regarding anti-social behaviour;
support and participate in restorative justice process; and
attend training and sports matches.
Families will:
ensure their children attend school;
encourage and participate in the development of their child’s learning and life achievement plan;
ensure that their child attends appointments with service providers;
ensure that their child attends training and sporting matches;
participate in support activities such as washing roster for sports uniforms;
ensure that their child’s sports uniform is clean and well maintained; and
participate in parent activities/meetings.
This funding is subject to the partners entering into a legally binding funding agreement.
Performance Indicators and Feedback Mechanisms
As part of the SRA, Mildura Primary School will provide quarterly reports on the improved attendance rates to that of state standards, from the number of student days absent per term to the number of student days absent and the reduction in incidents of anti-social behaviour and suspensions from arising from such behaviour, as well as annual reports on improved achievement outcomes on new student report cards through the development of individual learning and life achievement plans.
Chaffey Secondary college will also provide six monthly reports on student attendance and the psychologist will provide quarterly reporting on the increased participation in organised sport and activities to improve self-confidence and self esteem.
For their part, St Luke’s East End Community House will provide quarterly reporting on the implementation of programs to practise skills of restorative justice as part of problem solving within a team environment, and a single report to establish links among the community with families, schools and skills. | |
