The SRA aims to improve the amenity of the Yalata Women’s Centre, develop the art and craft skills of the women in the Yalata Women’s Group and identify ways to strengthen the Yalata Women’s Group.
Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. The purpose of this SRA is to promote ‘culture and identity’, give youth a chance ‘to develop leadership and management skills’ and also give artists and enterprises from the local community an occasion to create business and interest in the region annually. This is to be achieved through government support for a Bourke Yaamma Festival to be held in October each year, as a feature of the Bourke Indigenous Community Action Plan. Initial funding through the SRA was for a festival in 2005.
Shared Responsibilities
The festival is to be run by a Yaamma Festival Steering Committee (overseen by the Bourke CWP), with coordination and staffing by local Aboriginal youth volunteers. Any profits are to be directed into funding the festival for the following year. Business is to sponsor the festival (including in-kind support) with $100,000.00 to cover performances, hire of equipment, and visual and audio engineering. Community members are to volunteer and run the festival, undertake training (for example in first aid or security) and encourage attendance at the festival.
The Australian Government, through the Office of Indigenous Policy Coordination (OIPC) proposes to provide $28,000 for performers, portable toilets and showers. The Department of Employment and Workplace Relations (DEWR) will provide in-kind support in the form of 12 Community Development Employment Projects (CDEP) employees to help prepare the site, and with administrative, arts, culture, transport and retail operations. The Department of Communications, Information Technology and the Arts (DCITA) will provide $12,000 for workshops on ‘Connecting with Culture Day’. The Department of Education, Science and Training will provide $10,000 for community education. The Attorney-General’s Department will provide $10,000 to top up the salaries of the Bourke Community Assistance Patrollers.
The New South Wales Government will provide $30,000 through the Department of State and Regional Development to help with marketing, promoting, coordinating and planning the event. The Premiers Department will provide $5,000 and the Department of Aboriginal Affairs will provide $10,000 to cover running costs. The Department of Education and Training (DET) will provide $5,000 towards running costs as well as in-kind support through making TAFE resources available. New South Wales Police will provide in-kind support.
The Bourke Shire Council will provide $3,000 in funding to cover insurance, as well as in-kind support to help with the preparation of the site.
This funding is subject to the partners entering into a legally binding funding agreement.
Performance Indicators
The Agreement makes provision for feedback, meetings and reports between the Bourke Community Working Party, Bourke Indigenous Coordination Centre, Yamma Festival Youth Coordinating Committee and the Steering Committee. A final report is to be given to the Murdi Paaki COAG Trial Regional Group.
