The SRA aims to create positive experiences for the young people in the community and to discourage anti-social and criminal behaviour.
Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. It has been identified that the young people in the community are not attending school and are taking part in anti-social activities including vandalism and burglaries. It is believed that the reasons for this include an increased exposure to family violence and other anti-social behaviour as well as a lack of formal activities for the children to take part in.
The SRA seeks to address these causes by resolving family disputes through mediation and providing for investment in youth services. Specifically, the Wandalgu Arts Aboriginal Corporation (WAAC) agrees to coordinate mediation sessions with the support of the community, the local Medical Centre, the Department of Indigenous Affairs and the police. The WAAC also agrees to consult with the community to develop and implement youth activities (eg sport and cultural activities). Some of these are to take place at the WAAC and some will include trips to the beach, sites of cultural significance, camps and sporting events. The SRA provides for the purchase of a bus and trailer to transport the participants on these outings.
Shared Responsibilities
The Northampton Indigenous Community will develop and implement activities for the young people in the community, a policy for using the bus and trailer, establish volunteer roster for the activities and promote a reduction in antisocial and criminal behaviour through working with justice bodies including the police.
Families and individuals will supervise youth activities, and obtain the necessary certificates (first aid, police check etc). At least two people will obtain licences to drive the bus and volunteer to do so as required. Other people will participate in fundraising to maintain the bus and continue to participate in mediation with the Wila Gutharra Aboriginal Corporation.
The Australian Government proposes to provide $56,000 for the purchase of a 14 seater bus and trailer through the Attorney-General’s Department and the Department of Communications, Information Technology and the Arts.
Wandalgu Arts Aboriginal Corporation proposes to provide in-kind support for the project including planning youth programs, administrative support and maintenance and garaging of the bus and trailer.
This funding is subject to the partners entering into a legally binding funding agreement.
Performance Indicators
The success of the SRA is to be measured according to the decrease in school absences for Indigenous students, increase in Indigenous enrolments at school, number of diversionary activities and decrease in reported break-ins, theft and violence.
The SRA envisages that feedback between the partners will be provided when the Geraldton Indigenous Coordination Centre meets quarterly with the Wandalgu Arts Aboriginal Corporation and when individuals and service providers complete an evaluation form during and after the implementation of the SRA.
