|The Wutunugurra (Epenarra) Shared Responsibility Agreement (SRA) is an agreement between the Commonwealth and Northern Territory Governments and the Tennant Creek Indigenous Community designed to improve the community's infrastructure and the skills and health of community members.
Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. The agreement will provide funding for an administrative centre, and upgrade existing facilities at the Women's Centre in Tennant Creek. The agreement will also provide support for training and education programs in health and nutrition, housing maintenance and fencing construction, and funding for materials for subsequent construction and maintenance activities.
The Office of Indigenous Policy Coordination will provide $75,000 for materials and equipment for the Women's Centre and furniture and equipment for a new administrative centre. The Department of Health and Ageing (Cth) will provide $200,000 to upgrade the Women's Centre kitchen and support a training program in health and nutrition. The Department of Employment and Workplace Relations (Cth) will provide $20,000 for fencing materials and transport. The Northern Territory Government will provide $230,000 for the construction of a new administration centre. The Department of Local Government, Housing and Sport (NT) will provide $30,000 to fund training programs.
Julalikari Council Aboriginal Corporation will provide $7,500 for materials for housing maintenance, as well as in-kind support for participants in the construction and maintenance training program. Anyinginyi Health Aboriginal Corporation will provide in-kind support for the health and nutrition training program and associated activities. The Southern Barkly Aboriginal Corporation will provide Community Development Employment Programme (CDEP) participants with skills in fencing and housing maintenance.
Community members will encourage participation in the training programs, and provide ongoing volunteer support for construction, maintenance and health activities in the community, building on and extending existing skills and facilities.
Performance Indicators and Feedback Mechanisms
Key milestones in the implementation of the agreement include the completion of fencing and housing maintenance training, and the completion of the new administration centre.
The Anyinginyi Health Aboriginal Corporation, the Julalikari Council and the Southern Barkly Aboriginal Corporaton will provide information on the level of participation in each program, and there will be quarterly community stakeholder meetings to review progress in implementation.
In addition, each stakeholder will report to the community councils and Elders and the Tennant Creek Indigenous Coordination Centre (ICC) on their activities every six months, in particular the upgrade of the Women's Centre (including a childcare facility), the fencing of a community airstrip, and the construction and equipping of the new administrative centre.|
