The Financial Sector Charter Council is responsible for overseeing and implementing the Financial Sector Charter on Black Economic Empowerment. The Council is constituted by members of government and trade and industry representatives. It is responsible for conducting reviews in 2009 and 2015 to assess ‘whether the Charter’s objectives have been achieved and the impact of the Charter on financial sector transformation.’ The Council will measure performance indicators based on annual reports submitted by each institution, and rate each institution’s performance on a scorecard.
