The Black Economic Empowerment Advisory Council (‘the Council’) was established as ‘a key mechanism of providing guidance and overall monitoring on the state of BEE [Black Economic Empowerment] in the entire economy.’ The Council comprises the President of the Republic of South Africa, the Minister of the Department of Trade and Industry, three other Cabinet Ministers appointed by the President and 10-15 other members appointed by the President.
