The Kalgoorlie Consolidated Gold Mine also co-signed the Agreement in August 2005 (KCGM 2005). It appears that the City of Kalgoorlie-Boulder Youth Council co-signed the Agreement in about September 2005 (see City of Kalgoorlie-Boulder 2005).
Text of the Agreement
The Agreement establishes a protocol for "working together, creating an equitable and inclusive community that gives dignity, respect and fulfilment to all." It identifies various areas within which strategies must be developed to address key issues facing the community. These areas include:
"employment of Indigenous people
public security and safety
expression of Indigenous history and culture
unity that addresses attitudes contributing to racial tension, and the need for dispute resolution
codes of conduct that emphasise elimination of racist and anti-social behaviour
an effective response to fringe dwellers" (City of Kalgoorlie-Boulder 2004).
Background
In 2002 the Human Rights and Equal Opportunity Commission and the Western Australian Equal Opportunity Commission conducted investigations into a "complex and grave" situation of race relations in Kalgoorlie-Boulder. This prompted the Mulga Mallee Regional Council, the Western Australian Department of Indigenous Affairs and the City of Kalgoorlie-Boulder to sign a Framework Agreement (see link below) on 20 January 2004, with the aim of addressing the needs of Aboriginal people in Kalgoorlie-Boulder. The parties to the latter agreement jointly funded consultants to produce a report and draft protocol for adoption by a wide range of stakeholders (see KCGM newsletter 2005).
The Dignity, Respect and Fulfilment Agreement is the outcome of that process.
