| 'The purpose of this Act is—
(a) to record the acknowledgements and the apology offered by the Crown to Ngâti Apa (North Island) in the deed of settlement dated 8 October 2008 and signed by — (i) the Minister in Charge of Treaty of Waitangi Negotiations, the Honourable Dr Michael Cullen, the Minister of Mâori Affairs, the Honourable Parekura Horomia, and the Associate Minister in Charge of Treaty of Waitangi Negotiations, the Honourable Mita Ririnui for the Crown; and (ii) Lillian Ruihi Manawaroa Te Aweawe, Ropata Te Hina, Arikihanara Mare Mare, and Mariana Shenton for Ngâti Apa (North Island); and
(b) to give effect to certain provisions of the deed of settlement, which is a deed that settles the Ngâti Apa (North Island) historical claims.' (Section 3)
