The amendment inserted a new section into the Constitution (1A) which 'give[s] recognition ... to Victoria's Aboriginal people and their contribution to the State of Victoria'. The Bracks government proposed the amendment 'following extensive consultation with the Aboriginal community and the recommendations of the Premier's peak Aboriginal Advisory Council' (Wynne 2004, 543).
The amendments received bipartisan support and ultimately passed through both Houses unopposed, despite parliamentary debate regarding a lack of consultation with 'every Victorian - both indigenous and non-indigenous' on the 'potentially divisive' amendment (Savage 2004, 531).
