    Summary Information:
    The Aboriginal Planning Development Protocol was signed by the Greater Geelong City Council and the Wathaurong Aboriginal community at a full meeting of council held at the Wathaurong Aboriginal Co-operative head office on 12th July 2000.

    The aim of the Protocol is to provide the basis for the management, protection and enhancement of culturally significant Aboriginal sites, within the City of Greater Geelong area.
    Detailed Information:
    The Protocol acknowledges that the municipal area of the City of Greater Geelong is located within the traditional territory of the Wathaurong Aboriginal tribe, and that the Wathaurong Aboriginal Co-operative Limited (the Co-operative) is the custodian of Aboriginal sites within that area.

    The City of Greater Geelong is the Planning Authority and Responsible Authority (the Authority) for determining permit and rezoning applications under the Greater Geelong Planning Scheme. The Protocol is a response to legislative requirements at both Commonwealth and State levels to protect sites and artefacts of Aboriginal cultural heritage significance. The Planning and Environment Act 1987 is used as the trigger to assess the extent to which further consultation with the Wathaurong is needed or if an archaeological survey is required.

    Other parts of the Protocol include provision for:
  • the Authority to work with the Cooperative to identify, conserve and protect places of natural or cultural Aboriginal value;
  • developers, owners and government instrumentalities on both private and public land to consult directly with the Co-operative in relation to development applications where Aboriginal interests may be affected; and
  • the Co-operative to respond to applications in writing within agreed time frames.
