Indigenous Employment and Training Agreement between ADrail Joint Venture Company and the Northern Land Council

Summary Information:
The Indigenous Employment and Training Agreement was entered into between the Northern Land Council (NLC) and ADrail Joint Venture Company (ADrail) who was awarded the contract for the design and construction of the Alice Springs to Darwin railway line. Provisions of the Agreement were:
  • For ADrail to develop a Local Industry and Aboriginal Participation Plan (LIAPP). Over the three years of the Railway Project construction ADrail committed to provide 100 jobs and training for 200 Indigenous people on the Railway Project, to be split evenly between the Northern Land Council and the Central Land Council.
  • To ensure appropriate training for Indigenous people, ADrail contracted the services of the Territory Construction Association (TCA) who worked in consultation with the NLC to prepare a Project Training Plan.
  • The TCA coordinated the implementation of the plan.
  • NLC negotiated a 'One Point of Contact' policy in relation to all Indigenous employment and training. NLC provided comprehensive information to prospective employees/trainees via group information sessions and individual interviews before clients were referred to a job or to a Pre-Employment Training Course. NLC compiled a database of over 600 Indigenous people wishing to find employment.
  • Outcomes:
    Outcomes of the Agreement were that:
    · Employment exceeded the set target by the the end of 2002 (the second year of the Project)
    · There was a 94% completion rate for training courses at the end of 2002.
    · 81% of course participants obtained employment by the end of 2002.
    With regard to the sleeper factory located in Katherine which was run by Austrak and commenced operations in November 2001, a review of the first year’s operations revealed that the Indigenous employment participation rate was maintained at 40% and the Indigenous traineeship participation rate was maintained at over 50%. The NLC assisted Austrak to gain national accreditation for the training at the Katherine factory. Indigenous and non-Indigenous staff turnover showed no great difference.
