Summary Information:
The Goldfields Heritage Protection Protocol was established as a set of principles to guide prospectors, explorers and native title claimants who are attempting to agree on the future uses of areas within the Goldfields region of Western Australia. On the 15 August 2001, representatives from the Goldfields Land Council, the Amalgamated Prospectors and Leaseholders Association and the Association of Mining and Exploration Companies signed the protocol which was endorsed by the Western Australian Deputy Premier on behalf of the State Government.
Detailed Information:
The Heritage Protection Protocol was developed out of the December 2000 meeting of the Goldfields Native Title Liaison Council, which established a working group of industry, government and native title representatives to chart a pathway for the development of a regional heritage protection agreement. The group identified common issues and problems in the Goldfields and analysed various agreements and guidelines that have previously addressed Aboriginal heritage protection, mining and native title issues. While the protocol was based on these existing agreements, it is the first time the concept has received support from the State Government and peak mining bodies. The Protocol is designed to ensure the recognition and protection of Aboriginal heritage while providing the minerals industry with timely access to land. It establishes a formula for the protection of Aboriginal heritage and will simplify the native title process. The Protocol canvasses the issues of heritage protection including: - Procedures and methodologies; - Cost; - Management of surveys; - Survey Reports; - Registering surveys and sites; - Confidentiality; - Role of the Representative Body; - Enforcement and compliance; - Development of working relationships; - Dispute Resolution; and - Further development of guidelines.
