The Memorandum of Understanding between the South West Aboriginal Land and Sea Council and Western Australian Local Government Association (MOU) was signed on the 8 July 2003 by the South West Aboriginal Land and Sea Council (SWALSC) on behalf of the Noongar traditional owners of the south west of West Australia, and the Western Australian Local Government Association representing 105 of the State's local governments in the south west of the State. The MOU is the biggest native title arrangement of its kind and is the result of six months of negotiations with mediation assistance from the National Native Title Tribunal (NNTT).
The MOU is seen by SWALSC as an acknowledgement of the traditional owners as an important part of local government decision-making and a way of working with them for the benefit of everyone.
Detailed Information:
The purpose of the MOU is to set out a principled and practical basis upon which the SWALSC and the Western Australian Local Government Association (WALGA) can work together to develop template agreements that will enable governments to progress land management and land use objectives. The template agreements will outline various issues that are of mutual concern to Noongar people and Local Governments, and will be a resource to aid both parties in the resolution of issues at a local and regional level.

A working group consisting of seven people, three nominated by both SWALSC and WALGA and one representative from the National Native Title Tribunal will develop the template agreements.
The template agreements will be developed through guided discussions that include the following subject matters:
- Noongar heritage protection;
- Noongar economic development;
- Noongar social development;
- Noongar peoples involvement in local government elections;
- Awareness raising of Local Government processes and priorities for Noongar peoples;
- Awareness raising of Noongar culture and priorities for Local Government;
- Consultation with Noongar peoples in Local Government planning processes and outcomes;
- Participation by Noongar peoples in community events and festivities; and
- Working together to source relevant community funding opportunities.
