The Wiluna 'Women's leadership through participating in family wellbeing program' Shared Responsibility Agreement (SRA) is an agreement with the Commonwealth Government to further local capacity building though the implementation of a women's leadership program. Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. Purpose The SRA provides for the involvement of twenty participants drawn from the Wiluna region (including Wiluna town, Windidda, Kutabubba, Ullalla and Bondini) in the adapted 'Indigenous Parenting and Family Wellbeing Program' (IPFWB), a program administered by the Department of Families, Community Services and Indigenous Affairs (FaCSIA). The program aims to increase the leadership and parenting skills of local women, and increase community confidence and engagement in these services. The program is to be held in Wiluna. Shared Responsibilities The communities will nominate and provide support for seven women to visit and network with participants of the Roebourne IPFWB. In addition, twenty women from Wiluna will attend and participate in the Wiluna IPFWB. The community will also proactively encourage and support leadership and activities which may arise out of the program. The Ngangganawili Aboriginal Community Controlled Health and Medical Serves Aboriginal Corporation will provide support for the IPFWB program. The Kalgoorlie Office Indigenous Coordination Centre (ICC) will receive a six month evaluation and report from the Parenting and Early Childhood Development Coordinator. The Commonwealth Government will provide funds for catering for the workshops, travel for the seven women to Roebourne and leadership workshops in Wiluna and will provide assistance in accessing the national Indigenous Women's Leadership Network. The proposed financial contributions comprise: � $7,456 towards the catering for the workshops and travel for five women to Roebourne for a week by the Office of Indigenous Policy Coordination (OIPC); and � $28,011 towards the travel of two women to Roebourne for a week and the conducting of the workshops in Wiluna by FaCSIA. The funding of the SRA is subject to the partners entering into a legally binding funding agreement Feedback Mechanisms The SRA provides for the participant's direct contact with the facilitator of the IFPWB or the designated ICC if there are any concerns. The Parenting and Early Childhood Development Coordinator will forward both an evaluation and six month report to the Kalgoorlie Office ICC.
