The Metro Adelaide Northern - 'The Parks' - 'Kaurna Plains Primary School - Shade Sail and Security Fencing' Shared Responsibility Agreement (SRA) is an agreement with both the Commonwealth and State Governments, as well as Rotary International, to provide a sheltered and safe outdoor play area for children and the recommencement of a regular on-school dental service. Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. Purpose In recognition of the community-identified need to improve children's overall wellbeing and access to health services, the SRA provides for the improvement of shelter and safety of the school playground, and the increased security of a mobile dental service at the Kaurna Plains Primary School. Shared Responsibilities The communities will adopt a Sun Smart Program, including a 'no hat, no play policy', and will be involved in a series of workshops on dental hygiene. The school will actively promote both the Sun Smart Program and security initiatives through newsletters and staff interaction with parents. The Adelaide Indigenous Coordination Centre (ICC) will be involved in a meeting with all stakeholders upon the completion of the works. The Office of Indigenous Policy Coordination (OIPC) has proposed the contribution of $17,735 towards the costs of the shade sail and fencing. The South Australian Department of Education and Children's Services has proposed the contribution of $20,000 towards fencing costs. The South Australian Dental Service has proposed the contribution of $500 for security lights. The Kaurna Plains School has proposed the contribution of $500 for an alarm system. Rotary International has proposed the contribution of $300 towards the costs of the shade sail. The funding of the SRA is subject to the partners entering into a legally binding funding agreement Performance Indicators and Feedback Mechanisms The SRA provides for the Kaurna Schools' half yearly assessment of the participation levels and success of the dental clinic and Sun Smart programme. Upon completion of the works, a meeting with all stakeholders will be convened. In addition, feedback on the workshops and site visits is also required under the SRA.
