    Summary Information:
    The Community Housing and Infrastructure Program (CHIP) was created by ATSIC to improve the living environment of Indigenous Australians (ATSIC). It was transferred to the Commonwealth Department of Family and Community Services (FACS) on 1 July 2004. In September 2006, CHIP was part of the Commonwealth Department of Families, Community Services and Indigenous Affairs (FaCSIA). As at June 2006, FaCSIA were undertaking a review of CHIP (FaCSIA 2006).

    CHIP's aim is 'to improve the living environment of Indigenous Australians by providing people in need with housing and associated infrastructure' (FaCSIA 2006).

    Its original aim was 'to provide housing and associated infrastructure to communities in need, specifically targeting remote and rural areas' (ATSIC).

    CHIP's budget is divided between (FaCSIA 2006):
    - Housing;
    - Infrastructure;
    - the National Aboriginal Health Sttrategy (NAHS); and
    - Program Support (for example, 'for surveys, organisational reforms, planning and delivery of programs, needs analysis, technology research and design').

    CHIP was ATSIC's second largest expenditure program, and its funding is focussed on five elements:
    - Housing
    - Infrastructure
    - Municipal Services
    - the National Aboriginal Health Strategy (NAHS)
    - Program Support
    The provision of these services is supported by advocacy, coordination and planning activities.
    CHIP funding is allocated by grants. Expenditure for the 10 years 1990-1 to 2000-01 totalled (AUD) $1987 million.
