| The Jabiru Town Development Authority (JTDA) was established under the Jabiru Town Development Act 1978 (NT) to govern Jabiru. The Authority's functions are to develop, maintain and control the town of Jabiru. This role includes the giving of leases, carrying out the functions of local government and administering, managing and controlling land. Since 1984, local government functions have been delegated to the Jabiru Town Council. | ||

| Jabiru is a special purpose town. The Commonwealth Government leased 13 square kilometres of land to Jabiru Town Development Authority to construct a town for the workers and families of the region's three uranium mines. The town was formally completed in 1982. The Jabiru Town Development Authority is responsible to the Northern Territory Minister for Local Government. According to Energy Resources Australia, 'the JTDA's vision therefore is to develop Jabiru as an economically diversified town administered by an autonomous local government council and providing facilities to support tourism as well as the commercial and administrative needs of the region'. The Jabiru Town Development Act was amended in 2008 due to the introduction of a new system of local government in rural and remote areas of the Northern Territory, pursuant to which Jabiru Town Council has been amalgamated within the West Arnhem Shire Council. The Minister for Local Government (Second Reading Speech, 2008, p. 1) stated of the amendment: 'In relation to the Jabiru amendment, I wish to acknowledge the Mirrar people, the traditional owners of the area which is the subject of these amendments. Apart from the traditional owners, the Director, National Parks Australia and Energy Resources of Australia have very important interests in the area. The new shire will enter into agreements with these vital stakeholders to ensure a future which is based on cooperation, respect and responsibility... The amendments before the Assembly replace the role of the Jabiru Town Council with that of the West Arnhem Shire Council. Jabiru township will join and be the headquarters for the West Arnhem Shire Council.' | ||
