Summary Information:
The Tlicho Agreement Implementation Plan was developed by the Dogrib Treaty 11 Council, acting on behalf of the Tlicho People, the Government of Canada and the Government of the Northwest Territories. Chapter 5 of the Tlicho Land Claims and Self-Government Agreement (the Tlicho Agreement) states that at least for the initial 10 years of the operation of that Agreement there is to be an Implementation Plan which guides the operation of the Tlicho Agreement and sets out the obligations and activities of each party to that Agreement. The Implementation Plan does not create binding legal obligations on the parties, except in the case of some financial arrangements.
Detailed Information:
The Implementation Plan takes effect when the Tlicho Agreement comes into operation on the passing of legislation by the governments of both Canada and the Northwest Territories.

The Implementation Plan identifies the following:
  • The obligations and activities required to make the Tlicho Agreement work;
  • The party responsible for the particular obligation or activity;
  • How the activities are to be carried out;
  • The time frames for the particular activities;
  • Responsibility for funding of the activities; and
  • Employment opportunities for Tlicho citizens.

    The obligations, activities, responsibilities, time frames and funding are set out in very great detail in Activity Sheets which are annexed to the Implementation Deed (Annexures A-D).

    Under the Tlicho Agreement an implementation committee is set up to 'oversee the implementation of the Agreement'. The committee is made up of one person from each of the Tlicho Government, the Government of Canada and the Government of the Northwest Territories. The committee will monitor the status of the Implementation Plan; revise activities and funding levels as necessary; resolve implementation issues; make recommendations; and provide annual reports.
