The Principles of Cooperation agreement between the Metropolitan Local Aboriginal Land Council (Metro) and Willoughby City Council ('the Agreement') was signed by Rob Welsh, the Chairperson of Metro, Clare McHugh, the CEO of Metro, Pat Reilly, the Mayor of Willoughby City Council, and John Owen, the Willouby City Council General Manager, on 19 October 2005 (Willoughby City Council 2006). The Willoughby area includes over 80 significant Aboriginal sites, which the Principles of Cooperation are designed to protect (ABC 2005). The Agreement is the fourth such agreement signed between Metro and Councils in its area (see Metro 2006). Metro's 'aim is to sign a Principles of Cooperation Agreement with every Council within [its] boundaries' (Metro 2006). Principles of Cooperation agreements are designed to create 'formal communication, consultation and negotiation processes between Metro' and each Council involved. They 'also [open] the way for possible future cross cultural training and joint community development initiatives' (see, eg, ABC 2005; Warringah Council 2005). |
