Summary Information:
The Agreement between the Commonwealth Government, the Aboriginal and Torres Strait Islander Commission (ATSIC) and the New South Wales Government on the Provision and Management of Housing and Housing Related Infrastructure for Aboriginal People and Torres Strait Islanders ('the Agreement') was signed by the Hon. Dr Andrew Refshauge, on behalf of the NSW Government, by the Hon. Senator Amanda Vanstone, on behalf of the Commonwealth Government, and by Geoff Clark on behalf of ATSIC, in 2001.

The Agreement followed the Bilateral Agreement between the Commonwealth Government and ATSIC for the pooling of funds (NSW AHO 2003). It has since been replaced by the Indigenous Housing Agreement for 2005-2008, to which ATSIC is not a party.

The Agreement was to formalise the framework for partnership between the parties 'in the planning, delivery and management of Aboriginal housing and housing related infrastructure' (Preamble). The Preamble to the Agreement also states that 'there remains significant work to be undertaken to address the barriers to long lasting improved outcome for Aboriginal communities where individuals and families have access to adequate, safe and affordable housing.'

The Agreement was based upon the National Commitment to Improved Outcomes in the Delivery of Programs and Services for Aboriginal Peoples and Torres Strait Islanders and was informed by Building a Better Future: Indigenous Housing to 2010.
