    Summary Information:
    The Implementation Plan for the Sahtu Dene and Metis Comprehensive Land Claim Agreement (the Plan) was signed on 6 September 1993 by Canada, the Government of the Northwest Territories and the Sahtu Tribal Land Council (acting on behalf of the Sahtu Dene and Metis peoples). Chapter 29 requires the completion of an Implementation Plan to guide and monitor the implementation of the Sahtu Dene and Metis Comprehensive Land Claim Agreement (the Agreement). The Plan describes the activities and obligations required to fulfil the Agreement and an estimate of the associated costs. It provides for the establishment of an Implementation Committee which is to operate for a minimum period of 10 years. The Plan is not intended to create binding legal obligations beyond those identified in the Agreement.
    Detailed Information:
    The Plan takes effect when the Agreement comes into operation upon the passing of legislation by the governments of Canada and the Northwest Territories. The Implementation Plan identifies the following:

  • The obligations and activities required to fulfil the Agreement;
  • The party responsible for each activity;
  • The manner in which the activities are to be carried out;
  • The time guidelines for carrying out the particular activities;
  • The responsibility for funding of particular activities; and
  • The employment opportunities for Sahtu Dene and Metis citizens

    The activities required for the implementation of the Agreement are set out comprehensively in Activity Sheets which are annexed to the Plan (see Annexures A-D). Annex A identifies the activities required for the implementation of the Agreement, while Annex B sets out financial payments and funding schedules. Annex C provides for the development of a communication and information strategy designed to inform interested parties of the content of the Plan and the Agreement, and its implementation. The central objectives of the communication strategy is to inform target audiences of the key activities of the implementation process and to promote the successful implementation of the Agreement. Annex C sets out the responsibilities of each of the Parties in achieving this. Annex D sets out the process for the establishment of an Implementation Committee as required by Chapter 29 of the Agreement. Each of the Parties is to designate a representative to the Committee which shall produce an annual report which is to be provided to the Government of Canada, the Government of the Northwest Territories and the Sahtu Tribal Council. The report is also to be made available to the public. The Committee may also make recommendations as to the implementation of the Agreement and monitor the fulfilment of obligations.
