The La Perouse 'Community Newsletter' Shared Responsibility Agreement (SRA) is an agreement between the La Perouse Local Aboriginal Land Council, the Commonwealth Government and various other organisations, to provide for funding, training and publication support for the development of a local community newsletter. Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. Detailed Information:
Purpose The SRA provides for the resources allowing the La Perouse community to improve cohesion and communication among community members by collaboratively engaging youth and elders in the production of a local newsletter. Prior to the SRA, two trial editions of the newsletter were produced with the support of corporate and community donations, and the SRA is intended to build on the strength of this foundation. Shared Responsibilities Community individuals will contribute to the content development, production and distribution of the newsletter. This includes volunteering stories and interviews for publication, participating in the relevant training programs, and attending meetings to develop policies and procedures that will enable independent community management of the newsletter after one year. Further to this, community individuals are responsible for attracting sponsorship and local business advertisements to ensure financial viability of the newsletter beyond the period of the agreement. The La Perouse Local Aboriginal Land Council (LPLALC) will auspice the project and has proposed In-Kind support in the form of accommodation for training and production. The LPLALC has also proposed $1,200 towards overhead costs. The Department of Families, Community Services and Indigenous Affairs (FaCSIA) has proposed a contribution of $60,392 towards funding the production of the newsletter for one year. FaCSIA has also proposed in-kind support for increasing the capacity of the community to develop formative and evaluative surveys for the newsletter. The Randwick City Council has proposed $1,000 towards software purchases. Koori Communications Pty Ltd has proposed In-Kind contributions towards training and support for the project. The Benevolent Society of NSW has proposed $3,000 for training purposes. Other Private Sponsors have proposed $10,392 towards printing costs. The funding of the SRA is subject to the partners entering into a legally binding funding agreement. Performance Indicators and Key Milestones The implementation and success of the SRA will be assessed against three main indicators: ' improved communication within the community (to be monitored by the Sydney Indigenous Coordination Centre); ' the number of community members voluntarily participating in the project (to be assessed quarterly by the Newsletter Committee); and ' the number of contributions by government agencies (to be assessed quarterly by the Newsletter Committee). The success of the SRA is also measurable against the following key milestones: ' collaborative community involvement in bi-monthly production of the newsletter from December 2005; ' increased community support and readership; ' the securing of private sponsorship to cover up to 100% of production costs by December 2006; and ' independent community management of the newsletter by December 2006. Ongoing monitoring and reporting on the success of the SRA forms part of the 'two-way feedback' mechanism, which comprises of quarterly reports provided by the Newsletter Committee to the Sydney Indigenous Coordination Centre (ICC), and six-monthly site visits by the ICC.
