The Minjilang 'New Community Store' Shared Responsibility Agreement (SRA) provides the infrastructure and support to replace the Minjilang Store which was destroyed by Cyclone Ingrid in March 2005. The SRA was made between the Minjilang community, the Australian government and the Arnhemland Progress Association. Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. Purpose The SRA will provide a new community store at Minjilang, replacing the current store which has only temporary refrigeration. The SRA will also provide employment and training for the Minjilang community in both the rebuilding and operation of the store. Shared Responsibilities The Commonwealth government has agreed to contribute $1,035,000 to this SRA. This money will fund community facilities outside the store, and Community Development Employment Project places in the rebuilding phase. The costs of the rebuilding the store will be shared by the Commonwealth government and the Arnhemland Progress Association. The Arnhemland Progress Association will train and employ members of the community at the store and all store profits will be returned to the community. Considerations of community health will be taken into account by designated 'Good Food' staff who will advise on the type of food to be available at the store. The Minjilang community will provide labour to assist with the construction of the store. They have also agreed to prevent vandalism of the store, and not pressure staff for store credit. The Minjilang 'New Community Store' SRA will be negotiated by the Darwin Indigenous Coordination Centre. |
