The Gapuwiyak 'Building Community Capacity' Shared Responsibility Agreement (SRA) provides the infrastructure and skills to improve community governance in Gapuwiyak and the ten surrounding communities. The SRA also plans activities for young people to build a healthier environment in Gapuwiyak. Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. Purpose The Gapuwiyak Community Council has had difficulties supporting the 950 residents of the community. Community members decided to undertake more traditional governance arrangements, which mean assisting the Council with its duties. The SRA focuses on building governance capacity as well as improving the environment for residents. Under the SRA, a multi-purpose centre will be construction, the Community Development Employment Projects (CDEP) scheme will be reinstated, and healthy food and activities will be provided for young people. Shared Responsibilities The Commonwealth Government will provide $160, 000 for the SRA to fund the construction of the multi-purpose centre. This contribution will also fund a consultant who will help the Community Council strengthen their governance capacity and plan for the CDEP scheme. The community of Gapuwiyak will contribute the labour required to rebuild the centre and staff the school canteen. The Canteen will only serve healthy food. The community will also work with the school to improve nutrition, and will organise activities out-of-school activities at the multi-purpose centre. The Gapuwiyak 'Building Community Capacity' SRA will be negotiated by the Nhulunbuy Indigenous Coordination Centre. |
