| The Emu Point 'Working Towards Self-Sufficiency' Shared Responsibility Agreement (SRA) provides the support to develop a stockyard and market garden in Emu Point, and the funding required for a child-care facility. Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. | Process The Emu Point SRA was developed following a recommendation from the North West Regional Governing Council. Discussions commenced with a two-day workshop in November 2004. This workshop was the first of six workshops held in Emu Point with the participation of the Northern Territory Government and the Darwin Indigenous Community Centre. During the consultation process, the community was able to identify their needs, set goals and assess the assistance required to meet those goals. Videos of the sessions were played at subsequent workshops to ensure that consensus was reached. These sessions led to the negotiation of an SRA, which was finally signed on 29 March 2005. The SRA also assisted in the clarification of other facilities and services to be provided by governments. Purpose The SRA aims to facilitate Emu Point's goal of becoming a self-sufficient community. The creation of a stockyard and market garden are essential to this goal, as is the traditional harvesting of bush tucker. The SRA also focuses on children's development, providing a child-care facility to promote early childhood development. Shared Responsibilities The community at Emu Point will provide the labour and materials to complete a cattle fence and construct a water supply. Members of the community will also participate in Community Development Employment Projects (CDEP): they will be trained in stockyard management and garden maintenance. Young people will also develop their stock-handling skills under the guidance of community elders. The elders of the community will ensure that cultural knowledge is passed on to younger people. They will also work to develop young people's art and craft skills. The Commonwealth government will fund a new child-care facility to support community activities and promote early childhood development. This contribution totals $215, 000. Future developments A new state school is to be built at Emu Point. Under the SRA, the community will participate in the new school and its associated councils. Families will ensure their children attend schools. The Emu Point SRA will be adminstered by the Darwin Indigenous Coordination Centre. | ||
