Summary Information:
The Yalata 'New Scout Troop for Kids' Shared Responsibility Agreement (SRA) is one of two SRAs signed in Yalata in May 2005. The SRAs hope to increase the confidence of local children and improve community safety. The 'New Scout Troop for kids' SRA was signed between the Yalata community, Commonwealth and State governments, the local police and local school. Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. Detailed Information:
Purpose The SRA aims to increase the confidence and leadership skills of children in Yalata. The parties to the SRA will work to set up a scout troop to promote these activities. Yalata's school also needs upgrading, and the SRA provides arrangements to assist with refurbishment and security. Shared Responsibilities The Commonwealth government is contributing $114,000 to this SRA. These funds will provide scout uniforms, equipment and travel. Along with the South Australian government, the Commonwealth will fund the painting of the school and the provision of new equipment, including shade areas. The South Australian government will fund scout leader's salaries. The SRA works in conjunction with Community Development Employment Projects (CDEP). CDEP participants will be trained in mentoring and leadership, and become scout leaders. CDEP workers will also assist with the school upgrade. The community at Yalata will run scout meetings and camping activities as part of the scout program. A community artist will assist the school upgrade by helping children to paint murals. A 'no school, no scouts' policy will apply to the running of the scout troop. Children who attend schoool for 85 percent of the year will be permitted to attend the National Scout Jamboree. The Yalata SRAs are administered by the Ceduna Indigenous Coordination Centre.
