The Memorandum of Understanding between the Indigenous Land Corporation, the Northern and Central Land Councils and the Northern Territory Government (specifically, the Department of Business, Industry and Resource Development) was signed in February 2003 (the MOU). The three-year agreement allowed the development of the Indigenous Pastoral Project (IPP) which aims to increase the capacity of traditional owners to establish community-based pastoral enterprises.
The MOU has since been replaced by a five-year Memorandum of Understanding between the original parties as well as the Northern Territory Cattlemen's Association (NTCA) and the Commonwealth Department of Employment and Workplace Relations (DEWR).
The CLC Director, David Ross, has said of the MOU that it 'was an unqualified success. It laid some solid foundations and under [it] we granted grazing licences on Aboriginal land to a number of pastoralists in exchange for employment, infrastructure and support for Aboriginal cattlemen' (CLC 2006). |
