The Garrak-Jarru Regional Council was formed by the amalgamation of two councils of the katherine region in 1993 due to changes to ATSIC Act resulting in a reduction of regional councils.

'Garrak-Jarru' means 'black cockatoos talking'. The name is a combination of Jawoyn ('Garrak') and Warlpiri ('Jarru') languages.
