    Summary Information:
    The Indigenous Community at Bourke signed two Shared Responsibility Agreements (SRAs) with the Commonwealth and New South Wales Governments in 2005 to improve community safety and school attendance. The first of these focuses on community safety by ensuring the Community Assistance Patrol can continue to operate for four nights of the week.

    Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding.     Detailed Information:

    Purpose

    The Community Assistance Patrol is a night safety patrol that operates in the Bourke area. The Patrol monitors the presence of young people on the streets at night, sometimes returning them to their homes, at other times helping 'young people work out alternative things to do' (Sam Jeffries, Murdi Paaki Regional Council Chairman). The SRA provides funding for the Patrol to be staffed four days a week.

    Shared Responsibilities

    Under the SRA, the local community will be involved with the operation of the Patrol. Participants in the Community Development Employment Projects (CDEP) scheme will staff the Patrol, run a family violence workshop and liase with police services and the courts.

    The Commonwealth Government will provide $47,000 to the SRA, which will fund CDEP staff at award wages, and cover the operating cost of the Patrol bus.

    The New South Wales Government will provide accredited training for Patrol staff and, along with the Bourke Shire Council, will contribute to the operating costs.

    The Bourke SRAs are administered by the Bourke Indigenous Coordination Centre.
