| The Murdi Paaki Region was a site of the Council of Australian Governments trial for new arrangements in Indigenous affairs. In 2005, a Shared Responsibility Agreement was signed to provide air-conditioning to homes across the Murdi Paaki Region. The SRA was made between the Murdi Paaki Regional Council and the New South Wales and Commonwealth Governments. Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. | Purpose The SRA was signed to improve the living conditions of residents in the Murdi Paaki Region. The constant heat in the area is one factor that affects the health and educational performance of residents. The SRA provides climate-controlled air-conditioning units to houses in the communities to improve home and school environments across the region. Shared Responsibilities Local communities must sign up to individual SRAs before the air-conditioning will be installed. Possible topics for the SRAs inlude school attendance, sporting activities, initiatives to reduce amily violence and community clean-ups. 'The Murdi Paaki Regional Housing Corporation will employ a coordinator to oversee the program. It will also create tenancy agreements in communities where they do not exist, and renegotiate rents to cover maintenance costs. Two or three members of each community will make sure the project is working by developing technical knowledge, monitoring the units and liaising with other Murdi Paaki communities to share approaches and lessons.' (SRA Fact Sheet). The New South Wales Government will administer funds for the SRA. The State government will provide technical support to communities and ensure regular maintenance. Existing 'Healthy Housing Workers' will be trained to maintain the air-conditioning units. The Commonwealth Government will provide funds of $2,000,000 towards the SRA. This will allow the purchase of the air-conditioning units. This funding will also provide for Community Development Employment Projects (CDEP) participants to be involved in the fabrication, installation and maintenance of the air-conditioning units.
