In 2005 the Murdi Paaki Regional Council signed two 'Engaging with Governments' Shared Responsibility Agreements (SRAs) to provide help to Community Working Parties (CWPs). CWPs were set up through the 2003 Murdi Paaki Shared Responsibility Agreement to represent the views of local Indigenous communities. The second of the 'Engaging with Governments' SRAs provides support to the CWP secretariats in the Murdi Paaki Region. Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. Purpose The provisions of this SRA ensure that CWPs are able to operate as effective representatives of the Indigenous Community. This is achieved through secretariat and administrative support for each of the 16 CWPs. Shared Responsibilities Under the SRA, the Murdi Paaki Regional Council has agreed to: - refresh the membership of the CWPs to ensure they are as representative as possible of the wider Indigenous community; - provide support to members in relation to administrative and governance practices and negotiation skills; - ensure that 16 Community Development Employment Projects (CDEP) places are available to fill 'secretariat support positions'. These are to be filled by Indigenous people. The New South Wales Government will ensure that the CDEP participants receive appropriate accredited training. The Commonwealth Government has provided $704,000 in 'top-up' funding for the secretariat support positions. The Murdi Paaki SRAs are administered by the Bourke Indigenous Coordination Centre. |
