The Wreck Bay 'Improving the Quality of Housing' Shared Responsibility Agreement (SRA) was an agreement made between the Commonwealth government and the Wreck Bay Aboriginal Community Council to assist in the implementation of the Council's Housing Management Plan. The SRA is a first step in improving the quality of rental accommodation provided by the Council to the local community.

Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. Purpose

The Wreck Bay Aboriginal Community Council's Housing Management Plan is a strategy to improve the level of maintenance of the houses that the Council rents to local residents, which has deteriorated due to low rental income over many years. The SRA, which will improve housing and rent collection, is the first step in the implementation of this Plan.

Shared Responsibilities

Under the SRA, the Commonwealth Government will provide funds to survey the extent and cost of repairs to community housing, create a housing database, and do 'minor housing upgrades' for tenants who agree to pay rents. The Government will also fund the employment of a Community Development Officer whose role will be to consult with tenants and develop a fair rental collection program.

The local community has undertaken to ensure tenancy agreements are in place for all rental houses, and, following housing upgrades, to maintain houses in good condition and report maintenance issues promptly.

The Wreck Bay Community Council will oversee and manage these activities.
