    Bogabilla is a remote community without regular public transport. The Boggabilla 'Bringing Local Services within Reach' Shared Responsibility Agreement (SRA) will provide a bus service to improve access to health services and recreational facilities.

    Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding.     The Boggabilla community want better access to health services and more recreational activities for their young people. The SRA will provide a regular bus service between Boggabilla, Toomelah and the regional service centre across the border in Goondiwindi.

    Shared Responsibilities

    Under the SRA, the local community will establish bus fares and rules of conduct, and support the bus drivers' enforcement of these. The drivers will be provided by the local CDEP.

    The Commonwealth government will provide funding to start the bus service, including repairs to an existing bus. It will also provide funding for operational costs and will fund two 'Recreational Liaison Officers' to help young people connect with activities in Goondiwindi.

    The New South Wales government will provide administrative resources through the Boggabilla community Link Centre, and will examine the viability of a public bus service on this route.

    Winangali Aboriginal Corporation will provide the community bus and ensure that it is serviced and maintained. It will also consult on a timetable, route and rules.
