| The Malalbugilmah 'Community Facilities' Shared Responsibility Agreement (SRA) was agreed on 1 January 2005 by the Commonwealth government, the New South Wales government, Gnibi College of Indigenous People and Southern Cross University. This SRA is aimed at improving community facilities in Malalbugilmah - especially the waste-water treatment system and the sporting oval. Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. | Purpose The Malalbugilmah community was established in 1982; however, the construction of planned community facilities was never carried out adequately. This SRA has been signed because the members of the community 'want to have the facilities that other communities enjoy'. The SRA represents a partnership between the community, governments, Gnibi College and the Southern Cross University to upgrade the community's waste-water treatment system and complete its sporting oval. The upgraded facilities will be environmentally friendly, with the waste-water treatment system using environmentally friendly technology, and the sporting oval irrigated with recycled water. Shared Responsibilities The Commonwealth and New South Wales governments will provide funding for the works to be carried out under this SRA. The Commonwealth government will fund training and ensure that the requisite CDEP positions are available. The New South Wales government will provide sporting equipment and a 'Sport and Recreation Coordinator' to organise sports programs and coaching clinics. Clarence Valley Council will assist with maintenance and develop an 'asset-management plan'. In addition, Gnibi College and Southern Cross University will allow the use of a water-sampling laboratory at reduced rates, as well as providing teaching resources and supervising an Indigenous Masters student. The community will provide labour and undertake training to assist with the works and will operate the waste-water facility in the longer term through cyclical testing and general maintenance including pruning trees, mowing and pump priming. | ||
