| The Baryulgil and Malabugilmah 'Better Nutrition, Better Learning' Shared Responsibility Agreement (SRA) is an agreement between the Baryulgil and Malabugilmah Indigenous communities and the Commonwealth Government. The SRA's priorities include improving both the nutritional health of students and educational outcomes through increased participation at school (Australian Government Indigenous Portal, 22 September 2006). The SRA provides for a market garden to be built at the Baryulgil Public School. Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. Purpose The Baryulgil and Malabugilmah SRA will help build a market garden at the Baryulgil Public School with the aim of improving children's health and learning. In addition to the market garden, the SRA provides for deliveries of fresh fruit and vegetables to the school, and nutrition, budgeting and other education programs for the community. Shared Responsibilities The Commonwealth Government, through the Office of Indigenous Policy Coordination, will provide a proposed total of $50,000 to the Bulgarr Ngaru Aboriginal Medical Service Co-operative Ltd ('AMS') for seedlings, tools and other materials for the market garden. It will also fund deliveries of fruit and vegetables while the garden is being established. The local community, assisted by local Community Development Employment Projects Programme ('CDEP') workers, will establish and maintain the garden, as well as organise deliveries of fruit and vegetables to the school. The community will also take part in the nutrition, budgeting and other education programs in partnership with Baryulgil School and AMS. Families/individuals involved in the program will participate in the health and education programs available, and will ensure school attendance of students. CDEP workers will manage the garden on a weekly basis. The Yabur Yulgan CDEP Aboriginal Corporation will regularly report on the progress and maintenance of the market garden. AMS will provide health services and evaluations of the program for both participating children and families. It will also manage market finances and will provide contribute resources such as staff and vehicles. AMS will also provide instruction to students and their parents on nutrition and environmental health issues and cooking with fresh fruit and vegetables. It will also be responsible for regular monitoring and reporting of the progress of the SRA program to the Indigenous Coordination Centre ('ICC'). The Baryulgil Public School is providing the land for the market garden. It will also provide health education for the students. It will also be responsible for regular monitoring and reporting of the progress of the SRA program to the ICC. Performance Indicators There are ten listed performance indicators. These include: o Six monthly health assessments of the Indigenous children and people with environmental health related diseases. o Six monthly assessment of the Indigenous CDEP Scheme involvement in the market garden. o Six monthly assessment of attendance levels of Indigenous students. o Six monthly assessment of the proportion of Indigenous students that achieve year 3 literacy and numeracy benchmarks. o Proportion of the community that participates in nutritional programs and purchases from market gardens. 'Key Milestones' for the Government/Community/Other Parties o The establishment and maintenance of the garden. o The improved ear, eye, skin and nutritional health of children and their families. o Improved school attendance. | ||
