| The Dubbo 'Sport and Recreation Activities for Young People' Shared Responsibility Agreement (SRA) is part of the Dubbo Aboriginal Youth Strategy, a collaboration between government, sporting associations, the corporate sector and the Dubbo Aboriginal community, aimed at improving the lives of local young people by getting them involved in sporting, recreation and other community activities. The SRA provides for the upgrade of an oval as well as various forms of support for children to participate in activities. Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. | Purpose The Dubbo 'Sport and Recreation Activities for Young People' Shared Responsibility Agreement (SRA) was developed as part of the Dubbo Aboriginal Youth Strategy in partnership with the Dubbo Aboriginal Working Party. The SRA will improve sporting and recreational facilities, build the community's capacity to participate in community life and support a wide range of activities. It provides for an upgrade to the West Dubbo Oval as well as an activities coordinator, administrators and coaches for sporting activities and general support for children to participate. Shared Responsibilities The community will manage the new facility, which will include ensuring that the oval is locked and unlocked at appropriate times, organising security to protect the oval against vandalism, and making sure equipment is maintained and accounted for. Community members will also organise community fund-raising activities. Parents will support children's involvement in sporting teams by providing transport, maintaining equipment, and undertaking training to become sporting officials, coaches and club administrators. Parents will also ensure their children obtain and wear appropriate clothing for sporting activities, abide by rules, and help to support the coaches. The Commonwealth Government will help to upgrade facilities, and will employ activity coordinators, coaches and administrators. The government will also subsidise participation costs for children from low income families where necessary. The New South Wales Government will provide funds for equipment and programs. Dubbo City Council, in partnership with the corporate sector, will help to upgrade the West Dubbo Oval. Local, state and national sporting associations will assist with skills training and accreditation through Sports Development Officers. | ||
