The Ivanhoe 'Air Cooling' Shared Responsibility Agreement (SRA) is aimed at improving the health and wellbeing of members of the remote Ivanhoe Aboriginal community, particularly young people attending school and the elderly, through the installation of air conditioning in 20 Indigenous community-controlled houses. Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. Purpose Ivanhoe is a remote town in the Murdi Paaki region, the New South Wales COAG trial area. Ivanhoe has a very hot climate, averaging 61 days over 35ºC a year. The Ivanhoe 'Air Cooling' Shared Responsibility Agreement (SRA) is designed to improve the health and wellbeing of community members. The SRA will install evaporative cooling units in 20 Indigenous community-controlled houses. Where units are already installed, they will be assessed and if necessary replaced. Shared Responsibilities Those community members who are tenants of the community-controlled houses will sign or review existing tenancy agreements prior to the installation of the new air-conditioning units. The community will develop a maintenance schedule for the units and will commit to an increase in rent to cover maintenance costs. The community will also take part in a region-wide study of the benefits of climate control in improving health and lessening anti-social behaviour. The Commonwealth Government will fund the units, the study, and the Healthy Housing Workers who will maintain the units twice yearly. The New South Wales Government will contract the regional Indigenous housing organisation to manage funding, supervise and train the Healthy Housing Workers, assist with the maintenance schedule and provide technical support to the project. It will also undertake health checks to monitor wellbeing improvements among residents. |
