Summary Information:
The Hope Vale 'After School Activities for Young People' Shared Responsibility Agreement (SRA) is aimed at building youth activities and school attendance in the Hope Vale Aboriginal community. Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. Detailed Information:
Purpose The SRA is a partnership between the Hope Vale community and the Commonwealth and State governments in order to support local young people and encourage them to go to school, as well as to discourage anti-social behaviour. This will be achieved through the Community Activities Program through Education (CAPE). The SRA provides for the refurbishment of a community hall, with equipment and training to be provided through CAPE for sport and recreation activities, which young people will engage in as a reward for regular school attendance. Shared Responsibilities The local community, through the community council, will contribute to the refurbishment of a community hall as a facility for CAPE activities. The community council will also encourage young people to take part in CAPE, as well as encouraging other local people to become sport and recreation officers who will help run the activities. It will ensure families participate in a Sport and Recreation Steering Committee. It will also survey the impact of CAPE, and will keep all equipment in good repair. The Office of Indigenous Policy Coordination (OIPC) has proposed a contribution of $98,500 towards the refurbishment of the hall, $23,500 of which is allocated for the purchase of equipment for the program. It will also encourage sporting organisations, agencies, and companies to support activities for young people in Hope Vale. The Department of Communities has proposed a contribution of $75,000 towards the refurbishment of the hall and the encouragement and support of activities. The Hope Vale Shire Council has proposed a contribution of $75,000 towards the refurbishment of the hall, and will actively promote the CAPE Project. The Police Citizens Youth Club Cape Indigenous Program has proposed In-Kind support in the training, mentoring and supervising of sport recreation officers and staff. It will also oversee the refurbishment of the hall and will undertake community surveys. The funding is subject to the partners entering into a legally binding funding agreement. Performance Indicators and Key Milestones The SRA provides for three monthly surveys assessing the impact of the programs. These survey will be auspiced by the Steering Committee, the Aboriginal Council and the Cairns Indigenous Coordination Centre and the Cape York Strategy Unit.
