| The Palm Island 'Our Horses, Our Responsibility' Shared Responsibility Agreement (SRA) is aimed at helping the Palm Island Aboriginal community to learn more about caring for the large population of horses living on Palm Island. Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. | Purpose The purpose of this SRA is to provide for the welfare of the horses of Palm Island. The agreement is 'part of a strategy to build capacity and stability in the Palm Island community'. As a result of the SRA, a horse float will be provided to the community, and horse yards will be constructed. The community's sports and recreation officer will develop a training program for teaching better horse care. Shared Responsibilities The Palm Island community will provide labour through the CDEP program to construct the horse yards; will form a horse carers' group that will work with visiting volunteers; will train in horse management; and will work to ensure that abuse and neglect of horses is no longer tolerated. The Commonwealth government will provide funding for the construction of horse yards and the purchase of a horse float, and will provide an animal control officer to work with the Palm Island Aboriginal Shire Council over 12 months. The Queensland government will also provide funding for the horse yards and horse float. The Palm Island Aboriginal Shire Council will provide land for stables and horse yards, will provide for the horses' management and welfare, and will institute an animal registration system. | ||
