    The Billiluna 'Healthy Community' Shared Responsibility Agreement (SRA) is aimed at improving health in the remote Billiluna community by making medical evacuations safer through improved lighting on the community's airstrip, and by increased participation in health-education programs.

    Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding.     Purpose

    Billiluna is part of the East Kimberley COAG trial. This SRA was signed concurrently with another SRA aimed at economic development; both build on two previous SRAs that provided the community with an interim regional administration centre, as well as sports equipment and activities for young people.

    This SRA is focused on health. Its primary goal is to make medical evacuations by the Royal Flying Doctor Service safer through improved airstrip lighting. It also provides for increased participation in health-education programs designed to identify health, hygiene and nutritional problems and assist in their early detection and treatment. It is hoped these programs will in turn reduce the need for emergency evacuations.

    Shared Responsibilities

    The community will maintain the improved airstrip. It will also focus on its own health by improving community members' participation in health-education programs.

    The Commonwealth Government will fund the improved airstrip lighting.
